If they were serious about cutting costs then they would start cutting social entitlements like welfare, etc.

NASA needs to open up the door to individuals like the Russians have been doing. $20 million a pop and then they can save up and explore new opportunities. Virgin is gearing up for such a thing. It amazes me what determination private / public enterprises have compared to welfare recipients such as NASA.
