John; Just get a key to the lock for the 'good customers' to use!! Of course they better lock the chain after putting in and return the key. The SIHOA called me about my tourney-said my tourney folks set up picnic tents in the parking lot, left chain unlocked-blamed me for some resident's failure-told them nicely we were at Marina, not boat launch area and perhaps they should better educate the homeowners before blaming unrelated third parties for the failure of someone else. He sort of agreed.
