X2. Don't even approach someone. You never know what they may do. Just observe & report.

We never completely removed the dead shrimp smell out of a friend's car when they "leaked".
Robalo, let's send a quart to the WH.

I remember that I had a backpack containing all of my fishing gear. Let my cousin borrow it for a trip. He returned it to me and I left it in my room. I came back to my room the next night and it was reeking of dead shrimp. I opened the backpack and found that my cousin had left a bag of dead shrimp in the backpack and there were maggots already all over it. Disgusting. I couldn't sleep in my room for a month because some of the juices leaked out.

Would the WH consider the quart of shrimp to be a bio-weapon?

Not sure but I think Clear Lake is considered a "Shrimp Nursery" and as such it is illegal to net them for any reason.
If someone checks the regs I think this can be verified.

Not that much different than a Karankawa indian hunting the shallows at night with a torch and a spear.

From multiple sites, I have read that it is a nursery and no shrimp may be kept.

btw, Consan 20 is your friend for shrimp stink, and it doesnt have any particular bad odor like bleach. Most hardware stores sell it and garden shops. Well worth keeping it around. Works for a lot of nasty smells and putrid things.

I hate that kind of wasteful behavior. Thanks for all the good advice.

                                From TPWD:

Cast Net: A net that can be hand-thrown over an area.
                                • May be used to take NONGAME fish and shrimp only.
                                • May not be greater than 14 feet in diameter.
                                • In SALT WATER, nongame fish may be taken for bait purposes only.
The last sentence as I interpet it means that if they were NOT using the shad as bait it
was illegal. They should have been put back in the water.
