As to salting of the power line insulators, I never heard about that until a few years ago on salty SPI, when we had pole fires and everything. Most all were transmission/distribution lines and not these little "pony poles" around residential homes - which can also spark a bit at the transformer fuse area. Us locals were flabbergasted, like the telephone poles done gone crazy or something. But the rain finally came and we forgot all about it.
The problem around Texas City, which is by the salty Galveston Bay, might end up taking weeks, however. National gas prices are going up because several units are offline! These aren't your little 12,000 or 68,000 local lines, but massive transmission wires on high steel pylons. The pylons are steel and the wires are aluminum. So if one ceramic insulator arcs over because of salt, you done electrified the Earth pretty darn good. Even one wire can "trip off" entire industrial facilities, power plants, and even entire neighborhoods. Folks, we could have killed a bunch of people if them flares didn't work during the "shelter in place" emergency.
