Especially if you plan on wading. There have been a lot of people wading upper bay spoils, N. Deer & Confederate lately. If you plan on wading in the fog, I'd recommend staying close to shore and out of areas that people may use for running lanes, like along the bay side of the spoils, and the gut in front of the piers at Confederate.
