Shrimp boat and requirements

A co-worker wants to start a shrimping boat. Can someone tell me what license, regulation, or what else he might need to troll for shrimp. Thanks in advance. Lord Bless.

....Silver Wolf, is this a commercial operation or used for personal use? If he doesn't have a Commercial license he may be out of luck unless he can buy a license from some one that already has one and is wanting to get out of the business.

If he wants to do it for a living he'll have to buy a boat with a license attached. They don't sell them anymore. If he just wants to use a bait trawl behind his fishing boat you can still get a license for that but you have to be aware of the size rig you can use and where you can use it. The tpwd handbook pretty much lines all that out.
