GISP is one of my go-to spots. Never limited there, but she is "ol' reliable" and almost always good for a couple of fish.
First off, that place is noob kayaker central. Do not be discouraged that there were a few trout out of a dozen fisherman. It blows my mind how someone can sit anchored up in 1.5' of water for half an hour and cast to the same spots over and over and wonder why they aren't catching.
Next, it might not always be feasible, but if you fished 11-4, you seemed to be trying to avoid the good times, hah. I am either there at first light and off the water by 9am, or fishing the afternoon until dark.
If you are going to fish the middle of the day, fishing 2' or water (unless there is sign screaming at you) is probably not the best plan. Any fish feeding on bait in 2' is going to be noticeable. The deeper water outside of the cove (did you make it to the geotubes?) is where I would try unless it was early or I was seeing nervous bait.
Last, wind is not necessarily a bad thing. That area is close to the middle of W. Bay, so the tide flux doesn't create strong currents. The best currents there are wind driven. Find wind pushing water past a point or through a cut and you have found a higher-percentage area to work.
So take home messages are...
-Go early and beat the heat/crowds and get in on the better bite.
-If you can't see action in 1.5' of water it probably ain't there.
-Covering ground is better than staying in one spot (got a drift sock?)
-Wind can be good. It allows you to drift fish, keeps you cool, pushes wind currents, and blows bait onto windward shorelines.
