Try jumping across the starter posts with a screwdriver - make sure you have the key on. Hopefully it's something simple.

I once spent hours trying to figure out such a problem. My throttle looked like it was in neutral, but it wasn't clicked all the way. I was going through everything, changing batteries, cutting and replacing wires, etc. I felt like a real idjit when I just happened to bump the throttle and I heard the click.
