That ol' biddy seems to have a lot of power in the Village, and obviously the ear of the Mayor, she has an agenda about something. It may have something to do with how she gets that hue of her hair.

Many of the people that fished there left their trash and crap laying around. She had a point, but with 25 policemen, you'd think they'd patrol the area more than they did/do, but don't.
