Dirt Bike Question

I have an xr70 that I'm working on right now and I have a couple of questions. I took the seat and gas tank off yesterday and drained the tank. I am now trying to get the fuel petcock off of the tank because when you turn the gas on it drips out of the petcock. I am looking to see if a gasket or something is dried out. Anyways, the bolts that hold it to the tank will turn but not loosen? What do I need to do to get it off? Also, what do yall think the problem is? Thaks!

IM guessing there isnt a nut on the other side of the bolt?? Instead of just trying to loosen it with a wrench try to get some vice grips on it and as your loosening pull out also.

Or, get some jb weld and that will fix your leak lol
