Trying to figure out this sign

Trying to get around the mess on the southwest freeway today, I was stuck on the feeder road of 610 south & decided to turn on Richmond Ave, the traffic was crawling along, as I got halfway thru the turn, traffic stopped again, I look to the left & see this sign, I was like WTH, they want people to cross here, still scratching my head on this one as there was no sidewalk around.

Heard of people crossing at crazier places. About 6 years ago I think it was...was heading south on Gulf Freeway around 7 am from The Heights to a client in Clear Lake. It was real foggy that morning and right around the exits for Hobby, I ran up on something laying in the road that looked pretty big. Like I said, it was foggy and I didn't have time to dodge it and plowed over it. BAM!!! My truck swerved a bit, but I kept going, thinking it was just some materials that fell out of somebody's truck....but it just didn't "seem" right. When I got to the client, I was listening to the radio and they were talking about a guy who tried to cross 45 around 6:30 and was hit and killed. HOLY SH*T!!!!

A bunch of people called the cops and they sent a patrolman out, but he couldn't see anything from the access road b/c of the fog. I called the police to tell them what happened and they said I was about the 25th person to call and say they ran over the body that morning. Now, if that don't crawl in your skull and look out your eyes, nothing will!
