that is 100% a tarpon sometimes you can find baby tarpon in the bays around the pass and off the icw. but only babys.

That's not exactly true. I've seen big Tarpon on Caranchua reef and near the causeway.

Juvenile tarpon. Caught a hunnerd of em in the mangroves (Florida) on flyrod. Didn't know they were in the bays here. Bet ya caught it on a live shrimp (or mullet).
