He sent the house his proposed budget back in Febuary and laid out what he wanted in 2015 State of Union address.
And by the way, he has cut the deficit in 1/2 since he took office.

His budget is in the hands of the house waiting on Orangeman Bonehead to bring it to the floor.
The budget has to be passed in the House before the Senate takes it up.

And the Immigration Bill that was approved by the Senate 2 years ago is still in Orangeman Boneheads desk.
And those shovel ready jobs out there have to be approved by the Congress in Appropriation Bills before Barry signs them into law.

HERE ARE THE FACTS:
The Senate approved a budget in 2009, but then ignored the idea of passing a budget until 2013. No budget was forthcoming in 2014, and late last year, Senate Republicans won control of the Senate again.
