Now add this,
"Many of those who refuse, or are unable, to prove they are citizens
will receive free insurance paid by those who are forced to buy
insurance because they are citizens."


Makes perfect sense for Obama since he is depending on illegal alien votes.

The way it will work is this: the IRS will be enforcing odumacare laws... and anyone below a certain level of income is going to get an "insurance credit" to add onto their return. This will be similar to the "Earned Income Credit" where those below a certain income not only don't pay any taxes, they actually get money back. It's a classic redistribution of wealth scheme. Expect that all the vunnables will be getting about $8k to buy health insurance, courtesy of the hardworking American taxpayer.
