I have a short window to fish tomorrow from about 12-330. Planning on just hitting the surf for some sheepies, whiting, trout and just about whatever will give me a tight line. But I have to ask, would it even be worth it? not sure what condition the surf will be in, rain etc. What do you guys think?

Depends on how you are fishing for sheeps. If i'm vertical jigging around pilings, I usually have 30lb braid with 40lb mono leader on a #3 eagle claw croaker hook. Everywhere else, i usually use 10lb braid and 20lb leader. I rig both ways up carolina style.

You must want it bad!
Wait until Thurs/Fri, and the weekend actually is forecasted to be pretty good too. Drum and sheephead should be in thick. Mackerel reports are coming in too, and even some early trout! I think the surf will turn on early this year.
For all eating-size fish (slot drum, red, sheephead) bottom fishing with dead shrimp I use a #4 (not 4/0) gamakatsu shiner hook. Small hook is good for sheephead as their mouths aren't big, and I have brought in bull reds on it too.
